Baw Baw Shire Council is proposing to amend a locality boundary.
The proposed boundary realignment would extend the locality of Drouin into the orange‑shaded area shown below.
This boundary realignment is required in accordance with:
- Section 3.4.2 of the Australian/New Zealand Standard 4819:2011 – Boundaries of Localities, which states that locality boundaries in areas subject to development should be reviewed and amended where appropriate.
- Section 5.2.1(2) of the Naming Rules for Places in Victoria 2022, which advises that where residents and businesses in minor roads are deemed to be part of the same community, locality boundaries should be placed along the rear boundary of properties fronting the road.
The existing boundary currently bisects properties and land within the Hamilton Heights development. The boundary should instead align with the edge of the overall development and the school site.
At present, three blocks within Stage 1 are allocated a Drouin address, while the remainder are listed as Longwarry. If this approach continues, future stages of the estate would result in a fragmented and confusing address layout.
From an emergency services and locality perspective, this fragmentation creates potential risk and confusion. Given the estate’s proximity to the Drouin Golf Course, the Drouin Freeway exit, and surrounding Drouin infrastructure, the area is more commonly associated with Drouin than Longwarry.
Future land parcels directly adjoining the current development are addressed as Drouin and integrate seamlessly with the existing development footprint. For reasons of consistency, clarity, and public safety, it would be beneficial for all stages within the same estate to be addressed as Drouin.
