To keep our community up to date with key Council decisions, outcomes and plans; here is a snapshot summary from Council’s Wednesday 28 May Council Meeting.           

Notice of Motion

Emergency Services and Volunteers Fund

Council moved an alternate motion requesting that Council write to the Allan Government to formally oppose the Emergency Services and Volunteers Fund (ESVF) on behalf of Baw Baw Shire Council and our ratepayers, and call on the Victorian Government to repeal this decision.

During the meeting with a full gallery, led by the Deputy Mayor, all Councillors spoke to oppose the ESVF, and in support of our emergency service volunteers and farmers.


Planning and Development

Domestic Animal Management Plan 2026-29

Council noted the associated draft report which included feedback from round 1 of community consultation. 

Council moved to release the draft Domestic Animal Management Plan for community consultation from 30 May to 29 June.

Trafalgar Structure Plan

Council moved to adopt the structure plan, note all submissions, and respond to all submitters.


Community Infrastructure

Response to petition to Implement Full Fencing around Civic Park Warragul main playground area

Council noted the petition, and moved an alternate motion in response which outlines for Civic Park to not have full fencing installed around the playground.

However, the motion carried supports the principle of inclusivity in the development of the Open Space Strategy and specific consideration and planning for a future all-abilities playground in the development of the Playground Strategy.


Strategy and Organisational Performance

Community feedback on the Draft Annual Budget 2025/26, Draft Capital Works Plan 2025/26 and Revenue and Rating Plan 2025/26 to 2028/29

Council noted the community feedback on the Draft Annual Budget 2025/26, Draft Capital Works Plan 2025/26 and Draft Revenue and Rating Plan 2025/26 - 2028/29, and thanked the community members who made a submission as part of the 2025/26 Annual Budget process.


Governance and Information Services

Response to General Business Motion - Trafalgar Business Centre

Council noted the report in response to the General Business Motion raised by Cr Kingwill at the 26 February 2025 Council Meeting.

Council moved the recommendation to receive and note the report on the current use, feasibility and costs to maintain and renew the Trafalgar Business Centre, in response to the General Business Motion.

Kent Street, Warragul - Sale of Paper Lane

Council moved the recommendation to authorise Baw Baw Shire CEO to sign the necessary documents to proceed with the sale to adjoining landowners.

Gallagher Lane, Yarragon - Sale of Disused Government Road

Council moved the recommendation to discontinue the road and authorise sale.

Proposal to name the Noojee Streamside Reserve after Gladys Sanderson - Post Consultation

Council moved the recommendation to name the reserve Gladys Sanderson Park, install identifying and interpretive signage at the park, and write to all submitters to advise of the decision.

Governance Report 28 May 2025

Council noted the 28 May 2025 Governance Report.

Council moved the recommendation to:

  • Endorse the Advisory Committee membership appointments,
  • Note the update on the outstanding action from a Council decision of 26 May 2021 which requested investigation of a number of surplus properties for sale and resolve that this action be closed, and;
  • In the exercise of the powers conferred by the legislation referred to in the instrument of delegation, resolve that there be delegated to the members of Council staff holding, acting in or performing the duties of the offices or positions referred to in Instrument of Delegation to Members of Council Staff, the powers, duties and functions set out in that instrument, subject to the conditions and limitations specified in that Instrument.

Baw Baw Shire Council's Council Meetings are open to the public and are held at the West Gippsland Arts Centre.

Council Meetings will commence at 5:30pm on the second Wednesday of the month, and 1:00pm on the fourth Wednesday of the month.

All Council meetings will be live-streamed, and archived recordings will be available on the Council website for viewing.

The agenda for the next meeting will be available online the Friday prior to the meeting.
