Planning and Development

10.1 Planning Scheme Amendment C154Bawb - Baw Baw Economic Land Use Strategy, Post Exhibition

Council, having considered all submissions received in relation to 'Baw Baw Planning Scheme Amendment C154bawb - Baw Baw Economic Land Use Strategy' in accordance with section 23 of the Planning and Environment Act 1987 and in its role as Planning Authority, moved to; 

  • Pursuant to section 23 of the Planning and Environment Act 1987, change Planning Scheme Amendment C154bawb in accordance with the changes set out in attachment 5, which resolves Submission 2;
  • Request the Minister for Planning to appoint an independent Planning Panel under Part 8 and section 153 of the Planning and Environment Act 1987 to consider the remaining unresolved submissions to Planning Scheme Amendment C154bawb;
  • Pursuant to section 23 of the Planning and Environment Act 1987, refer Submissions 1 and 4 to the independent Planning Panel for consideration; and,
  • Advise all submitters to Planning Scheme Amendment C154bawb of Council's decision.

10.2 Animal Control Orders

Council moved to;

  • Revoke all previous Orders made under section 10A(1) and section 25(2) of the Domestic Animals Act 1994;
  • Make Cat Control Orders under section 10A(1) and section 25(2) of the Domestic Animals Act 1994 in the form prescribed in Attachment 1;
  • Note that the commencement date for the Cat Control Orders (Attachment 1) is 1 September 2026;
  • Revoke all previous Orders made under section 26 of the Domestic Animals Act 1994;
  • Make a Dog Control Order under section 26(2) of the Domestic Animals Act 1994 in the form prescribed in Attachment 2;
  • Note that the commencement date for the Dog Control Order (Attachment 2) is 1 September 2026; and,
  • Authorise Council Officers to cause the Cat Control Orders and Dog Control Order (prescribed in Attachments 1 and 2) to be published in the Victorian Government Gazette and in a newspaper circulating in the Baw Baw Shire municipal district.

Community Infrastructure

11.1 Roberts Court Bushland Reserve Draft Master Plan for Public Release 

Council endorsed the Roberts Court Bushland Reserve Draft Master Plan and moved to undertake community consultation on the Roberts Court Bushland Reserve Draft Master Plan from 23 July to 20 August 2026.


Strategy and Organisational Performance

13.1 Community Satisfaction Survey Results 2025/2026

Council noted the results of the Community Satisfaction Survey Results 2025/2026 and moved to publish the results on Council's website.


Governance and Information Services

15.1 Governance Rules Review - Post Consultation

Council noted the feedback received on the Draft Governance Rules during the community consultation period, held between 28 may and 19 June 2026 and moved to adopt the Governance Rules.

15.2 Governance Report July 2026

Council:

  • Noted the July 2026 Governance Report;
  • In the exercise of the powers conferred by the legislation referred to in the Instrument of Delegation in Attachment 1, resolve that:
    a) There be delegated to the members of Council staff holding, acting in or performing the duties of the offices or positions referred to in the attached Instrument of Delegation to Members of Council Staff, the powers, duties and functions set out in that instrument, subject to the conditions and limitations specified in that Instrument;
    b) The instrument comes into force on 1 August 2026 following this resolution being made and is to be signed by the Council’s Chief Executive Officer and the Mayor;
    c) On the coming into force of the instrument, all previous delegations to Members of Council staff made under the S6 Instrument of Delegation are revoked; and,
    d) The duties and functions set out in the instrument must be performed, and the powers set out in the instrument must be executed, in accordance with any guidelines or policies of Council that it may from time to time adopt;
  • In exercise of the power conferred by s437(2) of the Environmental Protection Act 2017 and the Instrument of Delegation of the Environment Protection Authority under the Environmental Protection Act 2017 dated 4 June 2021, resolve that:
    a) There be delegated to the members of Council staff holding, acting in or performing the duties of the offices or positions referred to in the attached S18 Instrument of Delegation to Members of Council Staff, the powers, duties and functions set out in that instrument, subject to the conditions and limitations specified in that Instrument;
    b) The instrument comes into force on 1 August 2026 following this resolution being made and is to be signed by the Council’s Interim Chief Executive Officer and the Mayor;
    c) On the coming into force of the instrument, all previous delegations to Members of Council staff under the S18 Instrument of Delegation are revoked;
    d) The duties and functions set out in the instrument must be performed, and the powers set out in the instrument must be executed, in accordance with any guidelines or policies of Council that it may from time to time adopt;
  • Noted the 29 June 2026 Audit and Risk Committee meeting minutes; 5. Note the Local Government Legislation Amendment (Stronger Communities) Bill 2026 update;
  • Noted the closure of the outstanding Council Resolution from the 4 December 2024 Council Meeting relating to the tenancy at 12 George Street, Warragul;
  • Noted the MAV Delegate Report for June 2026;
  • Noted the Councillor Expenses for Quarter 4 of the 2025/26 Financial Year; and,
  • Noted the Assembly of Councillor records for 18 June to 15 July 2026.

Notice of Motion

A Notice of Motion was raised by Councillor Goss requesting that a report be prepared and presented to Council by no later than 28 October 2026 regarding the status of CCTV cameras in Baw Baw Shire.


Baw Baw Shire Council's Council Meetings are open to the public and are held at the West Gippsland Arts Centre.

All Council meetings will be live-streamed, and archived recordings will be available on the Council website for viewing.

The agenda for the next meeting will be available online on the Friday prior to the meeting.
