By providing modern, high-quality, and inclusive facilities, this project will enhance safety, increase participation, and create a positive, welcoming environment for athletes, spectators, and administrators alike. It is an investment in the future of local sport, community well-being, and gender equality.

The new pavilion will feature:

  • Modern female-friendly player change rooms with inclusive and accessible amenities
  • Umpire rooms and ensuites
  • Storage space
  • Accessible public toilet with baby change facilities
  • Kiosk
  • Undercover spectator seating
  • Connecting footpaths and landscaping.

Project Goals

This project addresses current logistical and safety issues, and supports significantly increasing participation from women, men and children in a diverse and growing community. 

  • The new pavilion will provide improved scheduling opportunities for clubs to evenly distribute training and games across both ovals. 

  • By creating a welcoming and inclusive environment, the pavilion will foster a sense of belonging and improve the experience for female athletes. 

  • By addressing the current barriers to participation, such as inadequate facilities and safety concerns, this project will improve the retention and engagement of female athletes. 

  • In turn, this will help to ensure that AFL and cricket remain accessible and inclusive for all members of the community. 

Project Timeline and Milestones

• Over the coming months, works will progress to award the project tender.

• Onsite construction expected to commence in 2026.

• Completion of the pavilion expected in mid-2027.

Project Funding

Council has been successful in securing a $1,000,000 grant from the Victorian Government's Regional Community Sports Infrastructure Fund - Women and Girls Facilities - Round 2, to deliver a new pavilion.

Council will contribute the remaining $1,464,000 towards the project.

Project Planning and Consultation

The project was initiated through the Baw Baw Shire Recreation Strategy 2017-2027 and the Warragul Outdoor Recreation Plan Review 2019, which both identified the need to provide the necessary change and amenity facilities for users. 

A Project Reference Group (PRG) representing key user groups was established in 2022 and has met at least nine times. The PRG ensured meaningful input during the design phase and this group will continue to meet through the delivery of the project. The PRG includes female representation as well as members from the sporting clubs, Baw Baw Shire Council, Sport and Recreation Victoria, AFL Victoria and Cricket Victoria. 

The planning of the project received a $30,000 Sport and Recreation Victoria grant through the Local Sports and Infrastructure Fund- Planning Stream in 2022. 

The project is consistent with the Warragul Outdoor Recreation Plan Review 2019, which involved a stakeholder workshop along with two public Have Your Say consultation processes. 

Traffic Management

Traffic management will be in place throughout the duration of works and measures will be put in place to minimise disruptions where possible.

Council will continue to liaise and work with the local community and near-by residents as works take place.

Local Resident Impacts

Residents and landowners of the houses located directly across from the oval in Meadowbrook Crescent, received a letter from Council in March 2025 to inform them of the proposed works.

Onsite construction is expected to commence in late December 2025 or early January 2026 with the completion of the pavilion expected in mid-2027.
