As part of the implementation of the Community Hub Strategy, Council resolved to undertake building upgrade works on two existing Council buildings in Drouin, the Drouin Senior Citizens Hall and the former Playgroup Building, located at 1 and 2 Oak Street Drouin. 

A larger multi use function space has also been included in the Bellbird Park Pavilion project as part of the Strategy.

These works aim to update these existing facilities to provide additional accessibility a well as flexibility for broader community access and use by creating additional meeting rooms and gathering spaces.

Project updates

December 2022 update    

Stage one of the project, upgrades to the former playgroup building, have now been completed. The works undertaken in this stage included:

  • New entry ramp and rails
  • New external concrete path
  • Flooring improvements in the front waiting room
  • New plasterboard and insultation in main meeting space
  • Porch cleaning and fresh paint

February 2023 update

Stage two of the project, upgrades to the Senior Citizens Hall at 1 Oak Street in Drouin commenced in November 2022. Works that have taken place between November and February include: 

  • Internal demolition works
  • Widening of doorways
  • Patching of brickwork 
  • Cutting of concrete floor for plumbing services 
  • PlumInternbing rough in 
  • Electrical rough in 
  • Framing of ceilings and new walls 
  • Removal of external concrete paving 
  • External retaining wall 

Works that are scheduled to take place over the next two months: 

  • Mechanical services installation
  • Aluminium window and door installation 
  • Plastering of new walls and ceiling 
  • Installation of new timber doors 
  • Electrical fit off 
  • Plumbing fit off 
  • Cabinetry installation 
  • Floor covering installation 
  • Toilet partition installation 
  • Installation of platform lift 
  • Painting 
  • External works – new paving, handrails and accessible carpark. 

Works are currently scheduled to be completed in April 2023. 

Scope of works

Drouin Senior Citizens Hall, 1 Oak Street, Drouin

Upgrades at the Drouin Senior Citizens Hall aim to improve safety and accessibility throughout the building, as well as general building improvements to address ageing infrastructure.

  • New accessible toilets
  • New concrete path to the meeting room
  • New windows and doors throughout
  • Fresh paint in the main hall and meeting room
  • New platform lift connecting to the main backstage
  • Upgraded threshold ramps

Project funding

$660,000 has been allocated in Council’s 2021/22 annual budget to deliver the upgrades.

Timeline

Local contractor James G Morrison Builders have been awarded the works which are expected to commence mid to late July 2022 and conclude in April 2023.

The works will be staged to minimise impact on existing user groups and tenants in these buildings:

  • Stage 1 – Upgrade of the former Playgroup Building at 2 Oak Street
  • Stage 2 – Upgrade of the Senior Citizen Hall* (Commencing after the completion of Stage 1 works) 

Important note: An alternate venue will be arranged for the continuation of Senior Citizens activities while the Senior Citizens Hall is under works, with details to be provided here once confirmed.

Community consultation

Community consultation was held during June/July 2020 specifically relating to options for a Community Hub in Drouin. Feedback received provided important input into further analysis of potential community hub sites, including the facilities and functions to be provided and how their development can be staged.

Following the consultation period, adoption of the endorsed scope and budget allocation by Council, key stakeholders were engaged to inform the development of designs for construction.
