Consultation Closed - Baw Baw Civic Precinct Draft Masterplan

The Baw Baw Civic Precinct project aspires to build on existing spaces and infrastructure in the areas surrounding the West Gippsland Arts Centre and Warragul Civic Park by integrating new civic and community spaces, improving open spaces and maximising opportunities for community connectedness.

Council worked with Hansen Partnership Pty Ltd to develop the draft Masterplan based on initial consultation with the community and key stakeholder groups throughout 2020. Throughout January and February, community members had a range of opportunities to get involved and help refine its design.

A range of COVID-safe in-person and online consultation opportunities were held across Baw Baw Shire during January and February 2021. All community members were invited to take part.

Calendar of community consultation opportunities

Although opportunities to date have been limited due to COVID-19 restrictions, Council is committed to ensuring that the community’s vision and expectations for the precinct are captured and represented in the Masterplan.

With a draft Masterplan now having been adopted by Council, a range of COVID-safe community consultation opportunities have been scheduled for January and February 2021 and all Baw Baw residents, community groups and businesses are encouraged to be part of shaping the future of the Baw Baw Civic Precinct.

Development of the Draft Masterplan

Hansen Partnership were engaged in February 2020 to prepare a draft master plan for the precinct that captures Council’s vision and community’s aspirations and expectations for its future. 

In developing the draft master plan, open community consultation was conducted from 13 July 2020 through to August 9 2020.

The scope for the master planning process includes, but is not limited to, consideration of:

  • A municipal library space;
  • Arts gallery and additional theatre spaces;
  • Public toilets and amenity;
  • Multi-purpose and community meeting space/s;
  • Council customer and visitor service and front of house;
  • Council chambers, committee rooms and public gallery;
  • Council staff office accommodation space;
  • Improvements to the surrounding area and integration between the proposed Civic Precinct and the existing Civic Park;
  • Entry plaza to the Civic Precinct and Civic Park; and
  • Additional car parking including options for increased walking and bicycle use

The master planning process is also considering key themes identified through community consultation for the Community Hubs Strategy, with the following aspirations for the Warragul township in particular:

  • Youth orientated and child friendly and accessible programs;
  • A place for social connectedness, opportunities and activities;
  • Space that allows the community to work together;
  • Informal and formal meeting spaces; and
  • A focus on multi-purpose space where community and user groups can co-exist.

What happens next?

Thank you for taking the time to provide your feedback. Your thoughts and ideas are highly valued and will ultimately form part of Council’s decision making. Council Officers will consolidate all of the feedback and consider all submissions to assist in making further recommendations to Council. At this stage, Council are looking to finish the Master Plan by April 2021.
