Baw Baw Shire Council is building a state of the art multi-use pavilion at the Trafalgar Recreation Precinct. The new pavilion will cater to the various user groups of the reserve, providing dedicated change rooms and amenities, umpires facilities, storage, first aid and canteen areas, viewing areas and much more. 

The $2,491,970 (excluding GST) project had been made possible with a $500,000 grant from the State Government's Female Friendly Facilities Fund. The remaining balance is being funded by Council and forms part of Council's 2020/21 Capital Works Program.


The Trafalgar Multi-Use Pavilion Project originated from an allocation of funding in the 2018/19 Council Budget. This allowed for concept designs to be completed. The allocation of funding was in response to budget submissions completed by user groups at the reserve and a part of the review of the 2018/19 review of the Trafalgar Recreation Precinct Masterplan.

Following a public tender process Council awarded this design project to AVOR Architecture.

As part of the 2019/20 Capital Works Program Council worked with AVOR Architecture and the Project Reference Group to finalise the design and construction drawings for the pavilion. 

In February 2020 Council submitted a grant application to the State Government seeking $500,000 towards the project through Sport and Recreation Victoria’s Female Friendly Facilities Fund. Council was advised in July 2020 that the application was successful meaning that the project would move to the  delivery stage as part of the 2020/2021 Council Capital Works Program.

During August and September 2020, Council opened a public tender process seeking qualified contractors to submit tenders for the delivery of the project. Upon closing, tenders were evaluated and at its 2 December meeting Council awarded the contract to local contractor Kubale Constructions.

What's included in the new pavilion?

The new multi-use pavilion incorporates the requirements of soccer, AFL, cricket and boxing - complying with relevant sporting code standards and universal design requirements.

The pavilion will feature:

  • 6 female friendly change rooms including: 
    • 4 dedicated to service the soccer fields
    • 2 dedicated to service cricket and football in the future
  • 2 umpires and officials’ spaces with ensuite amenities
  • Designated internal flexible club storage spaces
  • A multi-use flex space with recessed office space
  • Timekeeping box
  • Dedicated first aid room
  • Canteen
  • External access public toilets
  • Veranda and outdoor viewing with spectator space; and
  • A 200m2 boxing gym

Update 12 February 2021

Earthworks have begun on site, preparing the site for plumbing, power and slab installation.

Update 18 March 2021 

Following the earthworks to ready the site, plumbing and electrical services were installed. Once complete the slab was ready for pouring - due to the large footprint of the new pavilion, the slab was poured in stages. Once it has fully cured the framing can begin.

Update 31 March 2021 

Now that the concrete slab has cured, structurally engineered steel framing has begun arriving on site for installation.

Update 11 May 2021

Framing for the new pavilion is well on the way to being completed. Roof and wall cladding material is on site, ready for installation.

Update 7 July 2021

Lock up stage is not far away, with electrical, plumbing and mechanical rough-ins mostly complete. Cladding installation continues and the roofing is now complete.

Update 27 July 2021

Progress is continuing on the pavilion, with external cladding installation well underway. Internally, waterproofing in wet areas is ongoing and in the dry areas plastering has begun. 

Update 12 October 2021

Following a delay due to COVID-19 construction restrictions, progress has resumed on site. The external facade is mostly complete, and the inside of the pavilion is coming along nicely.
