The role of local government in emergency management. As documented in the Emergency Management Act 1986 and the Local Government Act 1989, council plays a critical role in Victorias emergency management systems.
Baw Baw Shire Council has emergency management responsibilities because it is the closest level of government to the community and has access to specialised local knowledge about the environment and demographic features of the area.
Emergency management responsibilities of council include:
General Pursuing community safety as a corporate objective; Promoting a risk based approach to community safety and emergency management; Utilising building and planning processes to promote community safety and emergency management objectives and priorities
Risk Management Identifying Analysing Evaluating Treating risks
Planning and preparation Managing residual risk; Preparing Municipal Emergency Management Plan Ensuring appropriate council resources (including contracted) are available for use in emergencies and are supported by operational and financial systems; Conducting testing of the Municipal Emergency Management Plan and exercise emergency management arrangements

Recovery Supporting communitys recovery from an emergency
